TX Podiatrist Teams with Cardiologist and Others to Form Walking Group
Dr. Elissa Thompson, a clinical cardiologist at Heart Hospital of Austin and with Austin Heart leads a growing Saturday morning walking group in Marble Falls. On the basis of her study on the subject, Dr. Thompson intentionally partnered with local podiatrist Dr. Mark Krause, ophthalmologist Dr. Kelly Green, and Hill Country Home Health.

She also utilized local businesses such as Noon Spoon, Kirby Eye Center (Green’s practice), and Salon on Broadway to provide incentives for walkers to continue with the program.

MI Podiatrist to Receive Lifetime Service Award From Alumni Association
For Alma College alumni, home is where the heart is. Alma College celebrates homecoming this weekend with the theme of “Sweet Home Alma College.” Highlighting their festivities will be the presentation of the George Hebert Lifetime Service Award to Livonia podiatrist Dr. Gary Stano, class of 1983.
Stano has been a loyal alumnus since the day he graduated. A past member of the alumni board and frequent visitor to campus, Stano serves as an advisor for the SAE fraternity and helped organize an SAE reunion that brought back more than 100 alumni from across several decades. The Hebert Service Award recognizes alumni for their loyalty and service to Alma College and the Alumni Association.

State Seeks to Ban NJ Podiatrist from Prescribing Controlled Drugs
The state is seeking to block a dozen doctors, including two from North Jersey, from being able to prescribe controlled dangerous substances, including highly addictive painkillers. All but one of the doctors have already been convicted in federal or state courts of illegally prescribing controlled substances. Included among the 12 is Dr. Carnig Shakajian, a podiatrist who practiced in Park Ridge. The board revoked Shakajian’s license in May. He was accused of issuing controlled dangerous substances more than 50 times to various people who had no legitimate medical need, including to undercover law enforcement agents. Shakajian was sentenced to five years in state prison.

PA Woman Pleads Guilty for Stealing $63,000 from Podiatry Office
An Upper Nazareth Township woman admitted stealing thousands of dollars from Twin Rivers Podiatry once she started bookkeeping for the business. Leann Newhartz pleaded guilty today to a felony count of theft before Lehigh County Judge Robert Steinberg. Under the deal, Newhartz's minimum sentence will not exceed six months in prison. An investigation found Newhartz took cash payments from customers but did not deposit them, wrote checks out to herself for petty cash, and overpaid herself. Newhartz had access to a signature stamp to sign the checks and was also responsible for paying herself.

Oct. 15 Deadline for Dodging Quality Reporting Penalty
Physicians have until October 15 to take advantage of the easiest way to avoid a 1.5% Medicare penalty in 2015 for not participating in the Physician Quality Reporting System (PQRS) this year. The program used to be voluntary, and physicians and group practices that successfully reported their quality scores — as opposed to meeting a certain threshold — received a small bonus. However, participating in PQRS became mandatory in 2013 on pains of a 1.5% reduction in Medicare reimbursement in 2015. The penalty — labeled a "payment adjustment" by the government — increases to 2% in 2016 and beyond.
Physicians can dodge the penalty in 2015 by qualifying in 2013 for a PQRS bonus of 0.5%. Individual physicians can do this by reporting performance data on several quality measures either through Medicare claims, their electronic health record (EHR) system, or a patient registry, an outside system for capturing and storing patient information. The deadline for submitting performance data is February 28, 2014, via claims and EHR, and "in the first quarter of 2014" via registry, according to the Centers for Medicare & Medicaid Services (CMS) website.

Query: Traveling Overseas with Cortisone Injectables
I am traveling to Europe with my wife who has fasciitis and would like to bring a cortisone shot if needed. I assume I would need a copy of my license and a Rx documenting the treatment need. Are there any problems with this? Should I carry it in carry on or checked luggage;and will carrying a syringe and needle create undue scrutiny?
John Stevenson, DPM
Editor's comment: PM News does not provide legal advice. It's a good idea to also bring along a new prescription for each medication you take and carry that with you in addition to your actual medications. Not only does this come in handy on the slight chance you are questioned, but should something happen (lost, damaged, etc.) and you need a refill, you will have the Rx. Bringing your podiatrist's license may not be helpful, and most countries will likely not honor it.

Query: Meaningful Use Gender, Race, Ethnicity
Do we have to have the patient sign a form stating "ethnicity, gender, race" or is it acceptable to just ask the patient these questions and enter the response in the computer? What are the guidelines? Written or verbal?
Laurie, Billing, Office of John Arsen, DPM, Lake Orion, MI
Response: You can ask the patient these questions or have them fill out a form, whichever is easier. Please remember, if the patient does not know or prefers not to answer, you can mark that in your program, and that counts towards recording the information.

RE: Acral Melanocytic Nevus
From: Elliot Udell, DPM
Dermoscopy can be helpful in identifying any malignant changes over periods of time. Because the patient has many pigmented lesions and has co-morbidities which might dispose her to slow healing, knowing when not to take additional biopsies is quite important. One paper which is free to download, which might serve as a guide in doing subsequent dermoscopic examinations is titled: "Dermoscopic Patterns of Acral Melanocytic Nevi and Melanomas in a White Population in Central Italy" by Altamura, Altobelli, et al. The journal is JAMA Dermatology and the it was published in the Sept 2006 issue.

| RESPONSES/COMMENTS (NON-CLINICAL) | |
From: Michael L. Brody, DPM
Dr. Rosenblatt believes that the forces of HIPAA are less to worry about than the forces of an NH chart audit. I disagree. HIPAA fines, when imposed, can go as high as 1.5 million dollars. In the case of an audit, as long as you have not committed fraud, your liability is based upon the amount that they have determined you over-billed.
Many apps that are made for Smartphones are actually malicious. Just because it is on the Apple Store or on Google Play does not mean that...

| RESPONSES/COMMENTS (OBITUARIES) - PART 1 | |
Thirty years ago, I was hired as president of the then Ohio College of Podiatric Medicine. One of the first OPMA members I met was Angelo. He was warm, welcoming, and friendly, all of which helped a new person who did not know too many people. I will miss his presence at seminars, his humor, and his professionalism. I will miss him and so will the State of Ohio’s OPMA. May he rest in peace.

| RESPONSES/COMMENTS (OBITUARIES) - PART 2 | |
I too want to express my shock and grief at learning that my friend Angelo is gone. Angelo always had a smile on his face and a happy greeting for everyone. He was a gentle person, quiet, and had an excellent sense of humor. In our first year of podiatry school, Dr. Murray Hurwitz called him "Congo Robolo" and that name stuck with him for many years...his friends often called him "Congo," and he laughed and enjoy it. I knew him to be a caring practitioner, one who made me proud to be his colleague.
I have one outstanding memory of our time together, It was when Angelo and Heather invited my wife and me to Sunday brunch at his parents' home. It was an experience to remember; the food, the wine, the music, and the tour of the work his father had done in building beautiful homes. I got to know Angelo well when we worked on a stained glass lamp project. From that time on, Angelo and I became good friends. I am sure that Angelo has left the world a better place than he found it.
