APMA COMPONENT STATE COMPONENT NEWS
IPMA Celebrates Its Centennial

The Illinois Podiatric Medical Association(IPMA) celebrated its 100th anniversary this past October 8-10th, 2015 at the Lincolnshire Marriott Resort with over 300 of its members and podiatric assistants present. With a wide variety of lectures, workshops, and activities, a great time was had by all in attendance. The weekend began with the Annual Hugar Golf Classic where over 30 golfers did their best Tiger Woods imitation on the links.

IPMA Past Presidents

During the Annual IPMA seminar, a dual lecture track was provided for doctors and assistants and many renowned speakers lectured  on the most current topics in podiatric medicine and surgery. The weekend finished with the IPMA's 100th Anniversary Gala Event that featured musical entertainment, and a formal dinner, along with many photographic memories displayed on the dinner tables of years past. There also was a past IPMA presidential video timeline that was shown throughout the evening for all to reminisce.

PODIATRISTS AND HUMANITARIAN CAUSES
NY Podiatrist Returns From Medical Mission in Peru

Dr. Rolando Melendez Torres

Dr. Rolando Melendez Torres, a Puerto Rican born podiatrist, recently returned from a week-long stint as a volunteer in a medical crusade in Peru. PODIATRISTS AND FOOTWEAR
IL Podiatrist Learns of Dangers of High Heels the Hard Way

Four years ago, Dr. Marlene Reid of Naperville, Illinois, had increasing pain in the ball of her foot. Magnetic resonance imaging showed she had ruptured a toe ligament. Ironically, she’s a podiatrist. A plantar plate tear, the scarring or tearing of a toe ligament, is one of the most common issues she sees in her patients. The culprit? High heels, which come with a host of health risks. “The ball of the foot is actually a series of joints that correlate to each toe, and each of those joints has ligaments at the bottom.

Dr. Marlene Reid

Constant pressure on the ball of the foot from the angle of a high heel pushes the natural fat padding forward, and, over time, the ligaments can tear,” says Reid, a Costco member and a spokesperson for the American Podiatric Medical Association. Reid’s foot healed with physiotherapy and ultrasound treatments, but recovery took a long time.

IN THE COURTS
Malpractice Insurer Doesn't Have to Cover Botched Surgery: NJ High Court

The New Jersey Supreme Court in a divided opinion on Tuesday allowed an insurer to back-date its cancellation of a medical malpractice policy for a former Ocean County podiatrist, leaving a Lakewood patient with no recourse to recoup damages in a botched-surgery lawsuit.

Michael D. Schottland, an attorney representing Thomas De Marco and his wife, Cynthia De Marco, in a lawsuit against Dr. Sean Robert Stoddard and the Medical Malpractice Joint Underwriting Association of Rhode Island said surgery performed by Stoddard on Thomas De Marco in 2010 basically inverted his foot, leaving it turning inward, and now his client has no recourse. The surgeon represented that he has no assets.

ACA UPDATE
Lawmakers Seek Late Deal to Scale Back 'Cadillac Tax'

Lawmakers are making a late push to repeal or scale back ObamaCare's "Cadillac Tax" by the end of the year, eying inclusion of changes in a broader tax package. But lawmakers in both parties say the missing piece is hearing from the White House, as it is unclear whether President Obama would veto the whole package, jeopardizing other tax breaks that lawmakers are eager to pass.

Democratic leaders in Congress, concerned about the effect of the tax on workers’ health coverage, have been looking to change or repeal the tax, but the White House defends it. The White House has made clear that it wants to keep the tax, but the pressure from Congress is building, at least for some sort of compromise.

HEALTHCARE NEWS
Physician Burnout Climbs 10% in 3 Years, Hits 55%

Professional burnout among U.S. physicians has reached a dangerous level, with more than half of physicians affected, according to the results of a 2014 national survey across various medical specialties and practice settings. Compared with responses from a similar survey in 2011, burnout and satisfaction with work–life balance have worsened dramatically, even though work hours have not increased overall.

"American medicine is at a tipping point," lead author Tait D. Shanafelt, MD, from the Mayo Clinic's Department of Internal Medicine in Rochester, Minnesota, told Medscape Medical News. "If a research study identified a system-based problem that potentially decreased patient safety for 50% of medical encounters, we would swiftly move to address the problem. That is precisely the circumstance we are in, and we need an appropriate system level response." Dr. Shanafelt and colleagues published the survey results in the December issue of the Mayo Clinic Proceedings.

QUERIES (CLINICAL)
Query: PRP for Plantar Plate Tear

I have a 50 year old patient whose next treatment option for a plantar plate tear is surgery (we have been through all conservative measures).  She has asked about PRP injections.  I'm looking for opinions on the use of PRP for this condition.

Query: Hand Instrument Trade

I've inherited some hand instruments that I don't use very often and I am currently in need of others. Is there a company that trades instruments?

RESPONSES/COMMENTS (NON-CLINICAL)
RE: Medicaid's Law of Diminishing Returns
From: Andrew Gegerson, DPM

I received an email from Medicaid informing me that Medicaid will no longer cover the co-insurance for their Medicare/Medicaid clients. When I questioned the representative, she said that Medicaid will only pay if the Medicare billed amount is less than Medicaid's allowable charge. If Medicare's paid amount is greater than Medicaid, Medicaid  will consider the bill paid and reimburse nothing. When did they decide that? When did we decide to work for 20% less? It was bad enough when they insulted us with 20% of the 20%, now we don't even get that. Oh and by the way, we can't bill the patient.
