PODIATRISTS IN THE NEWS
CT Podiatrist Discusses Fall Prevention for Seniors

Podiatrist Dr. Thomas G. Guglielmo, a Monroe resident with practices in Newtown and New Milford, said he frequently sees the results of putting multiple demands upon one’s feet. As people get older, they begin to develop problems with balance. Some of the factors that may cause seniors to lose their balance and fall are low blood sugar, not being familiar with their environment, vision problems, obesity, and old injuries that haven’t healed properly.

Dr. Thomas Guglielmo

By providing ways to keep people steady on their feet, Guglielmo helps his patients to stay active as long as possible. He pointed out to his audience of 50 seniors at the Monroe center that 25% of those who fall after the age 65 will never fully recover. “Lots of things can be done to improve our balance,” Guglielmo said. To many of his patients, he suggests using a cane. Guglielmo also advises seniors to know where throw rugs are and to be careful walking over and around them. He encourages the use of hand rails.

HISTORIC PODIATRISTS REMEMBERED
Late WV Podiatrist Inducted into Huntington Hall of Fame

Inside the atrium of the Big Sandy Superstore Arena, there hangs 120 plaques with 121 faces, immutably cast as testaments to Huntington's greatest men and women. Five more faces of a wide receiver, a dancer, a podiatrist, a baseball coach and a broadcaster joined Huntington's finest Thursday night as the City of Huntington Foundation elected Troy Brown, Nancy Carter, Dr. Darrel Darby, David Glick, and Michael Kirtner to the Greater Huntington Wall of Fame.

Dr. H. Darrell Darby

The late H. Darrel Darby, DPM, and his wife Laura Darby made Huntington their home in 1956. He served on several boards including for the Trinity Church of God, American Board of Podiatric Surgery, American College of Foot and Ankle Surgeons, Marshall University Board of Advisers, West Virginia Board of Medicine and Huntington City Mission, to name a few. In 1999, Darby was named one of America's Most Influential Podiatrists by Podiatry Management Magazine.

PODIATRISTS AND THE LAW - PART 1
IL Podiatrist and Two Executives Indicted on Healthcare Fraud Charges

A Chicago podiatrist, his wife, and the CEO of his healthcare company were indicted on charges involving the submission of false documents and reimbursement claims related to podiatric services purportedly provided. According to the indictment, Dr. Yev Gray is the owner and president of Aggeus Healthcare, headquartered in Chicago, Illinois, which provides podiatry services to residents of long term care facilities.

According to the indictment, the defendants used an electronic medical record (EMR) system, which automatically inserted, into patient records, diseases and symptoms that the patients did not have. This was done to demonstrate to Medicare that the patients needed the services for which Aggeus Healthcare later billed Medicare. The defendants also pressured Aggeus podiatrists to provide unneeded services, such as Doppler studies, the incision and drainage of abscesses, and the removal of calluses.

PODIATRISTS AND THE LAW - PART 2
$83K Settlement Reached with VT Podiatrist over Medicaid Claims

The Vermont attorney general's office says a Rutland podiatrist has agreed to pay the state more than $83,000 to settle claims that he obtained payments from Medicaid that shouldn't have gone to him. The settlement involving Dr. Frank Buggiani resolves a civil complaint filed in December 2014 by the attorney general's Medicaid Fraud and Residential Abuse Unit. It regarded the submission of Medicaid claims by Buggiani for custom orthotic devices. The attorney general's office said its investigation showed his claims were at a rate that exceeded the rate charged to other insurers.

CMS Releases 2013 Part B DME Data to Compare Docs

Continuing a transparency program of releasing Medicare data to support increased quality of care and inform consumer health spending, the Centers for Medicare and Medicaid Services has opened its Durable Medical Equipment data set. The data is being offered to researchers, providers, and other stakeholders, particularly consumers.

The newest data dump is titled, “Provider Utilization and Payment Data: Referring Durable Medical Equipment, Prosthetics, Orthotics and Supplies,” or DMEPOS. It includes information on utilization, payments including the allowed amount and Medicare payment, and submitted charges organized by a National Provider Identifier for each Medicare provider, as well as the Healthcare Common Procedure Coding System and the supplier rental indicator (service status).

PRACTICE MANAGEMENT TIP OF OF THE DAY

11 Things to Know about the Meaningful Use Final Rule - Part 5

Patient Engagement Still a Goal, but the Bar is Lower

In the final rule, CMS also agreed to lower the targets for patient engagement. For now, only one patient from a hospital needs to view, download, or transfer his or her medical records electronically for the provider to meet the objective. That will rise under Stage 3 to 5 percent of patients, which is still expected to be a challenge for most organizations.

RESPONSES/COMMENTS (NEWS STORIES)
From: Ira Deming, DPM, David E Gurvis, DPM

Regardless of his abilities, wouldn't treating anything other than foot or ankle injuries be outside the scope of practice for a podiatrist under New York statute?

Ira Deming, DPM, Rockville, MD

With all due respect for whatever skills Dr. Abraham has, for him to think he is qualified to “handle everything” makes him foolish in my opinion. Even IF we had a dual degree such as MD/DPM, or transitioned to the MD degree, unless he had done an MD residency, he cannot possibly be trained to “handle everything.” Is he trained to recognize a concussion, how about a retinal detachment? When is bleeding sufficient to call a match. Can he tell a sprained wrist from a fractured one? And, so on.

YOU CAN'T MAKE THESE THINGS UP
Patient in So Much Pain He Wants His Foot Amputated

Jeffrey Ortega wants his size 16 foot amputated after it swelled due to a genetic condition. Both of the 26-year-old’s feet are twice the normal size and he lives in constant pain. Jeffrey was born with Proteus syndrome, a rare condition that causes bones, skin, and tissue overgrowth, and affects just a handful of people worldwide.

Proteus has affected Jeffrey’s hands, hips, and legs — and he believes amputation of his left foot will relieve his pain and stop the growth.
