| OBITUARIES - PART 1 | |
Flags at Half-Mast in Memory of WV Podiatrist Who Served as State Senator
West Virginia and U.S. flags on Capitol grounds in Charleston and all state-owned facilities in Wayne County are at half-staff in honor of former state Sen. Mack Clarkson Jarrell. Gov. Earl Ray Tomblin ordered the flags to be lowered from dawn to dusk on Thursday for the day of services for the veteran of World War II and the Korean conflict. The 88-year-old Ceredo native attended Ceredo-Kenova High School until he graduated early to join the Navy as a cadet.

Jarrell was an alumnus of the University of Virginia, Marshall University, the Chicago College of Podiatric Medicine and Ohio State University. He practiced podiatry and taught at South Point High School. Following his retirement from teaching, he was elected to the West Virginia State Senate, where he served until 1988.

| OBITUARIES - PART 2 | |
Robert Leon Behrends, DPM
Dr. Robert Leon Behrends, 92, of Evanston, Illinois, passed away peacefully in his home on Sunday, August 3, 2014. He graduated in 1947 from the Illinois College of Podiatric Medicine and received the Ralph W. Dye award in orthopedics. Robert served in the United States Army Medical Corps during World War II, and was captured at the Battle of the Bulge, forced onto the Seven Day Death March, and remained a POW until the end of the war. Robert was the recipient of five medals, including the Purple Heart and the Bronze Star.

Dr. Behrends practiced podiatric medicine for 57 years and was the first podiatrist on Evanston Hospital's orthopedic staff. He provided medical care for the Evanston Hospital's Free Clinic for 50 years, then retired to the emeritus staff.

IA Podiatrist Sees increase in Injuries as Football Season Approaches
It's a busy time in the office for podiatrists Dr. Kosta Antonopoulos and Dr. Valerie Tallerico of UnityPoint Clinic Podiatry. Some of the injuries they see are the result of direct trauma, while others occur when athletes suddenly ramp up training. Tallerico said football players often suffer injuries when other players step on their feet or when their feet twist during a tackle.

"It depends on the individual what they've been doing all summer. Have they been preparing for the football season coming up?" Tallerico explained. "If they've been out of shape it can be too much too fast for their foot where they're not tolerating (forces), or things are being strained in an inappropriate way."

Columnist Lauds Foot Surgery Performed by SC Podiatrist
My early morning journey began at the well-organized Surgery Center on Trolley Line Road. Highly skilled podiatry surgeon Dr. James Zeremba operated to perfection on all five toes on the right foot. Every question or concern I had in advance of this procedure was addressed by his competent staff of Phonecia, Regina, and Sarah. When I awoke, RN Rob was there in fine form in recovery, too. Dr. Zeremba really has a calming, friendly personal style.

In early November, I will repeat this effort for the other foot. My care has been superb. I have followed every instruction and am healing quickly. The amount of nurturing is almost embarrassing, with pillows and benches quickly provided to elevate my foot, as well as calls, emails, flowers, food, cards, and attention.

PA Podiatrist and Wife Maintain Historic Farm
After growing up in the Midwest and getting post-graduate education on the West Coast, Dr. Bill and Cassandra Pulig wanted to buy a historic farmhouse in Pennsylvania. The Butler Township property they have called home since 2004 was everything they were looking for when they moved east, Cassandra said from the couple's Georgian-style farmhouse, the original portion of which was built in 1766. Within the original William Penn land grant, the property has served as a farm since the 1700s, according to the Puligs.

Bill, a 61-year-old Carlisle-area doctor, grew up in Detroit. He continues to practice podiatry on a part-time basis so he and his wife can farm their land. The Puligs have Tennessee walking horses and three Leicester longwool sheep. They had more than 20 dorset sheep, but they are changing their flock to the endangered longwool breed that early settlers brought to America. While farming with tractors is hard work, Bill said, what modern farmers do with tractors pales in comparison to what the settlers did in the 1700s. "It's kind of neat to live someplace that people have carved out of the wilderness," Bill said. "Pennsylvania literally means Penn's Woods."

Alleged Improperly Performed Foot Surgery (MD)
Case Summary: In June 2009, plaintiff Katie A. Davis, 25, a dietitian, presented to defendant podiatrists. Davis suffered from a long-standing painful bunion deformity on her right foot. Before presentation to defendants, Davis had undergone conservative treatment for her condition, including orthotics. Defendants also treated Davis conservatively before recommending a Lapidus bunionectomy for correction of severe hallux valgus. The surgery was performed in June 2010. The surgery was to include fusion of the first metatarsal to the cuneiform bone, shortening of the second metatarsal, and straightening of Davis' toes. Following the surgery, Davis continued to complain of pain and instability and underwent...

New Restrictions on Hydrocodone to Take Effect
The federal government is finalizing new restrictions on hundreds of medicines containing hydrocodone, the highly addictive painkiller that has grown into the most widely prescribed drug in the U.S. The new rules mean that drugs like Vicodin, Lortab and other generic versions will be subject to the same prescribing rules as painkillers like codeine and oxycodone. Patients will be limited to one 90-day supply of medication and will have to see a healthcare professional to get a refill. Additionally, in many states, prescribing authority will be limited to physicians, not nurses or physician assistants.
The move, announced in a federal posting, comes more than a decade after the Drug Enforcement Administration first recommended reclassifying hydrocodone due to its risks for abuse and addiction. For years, physician groups and the Food and Drug Administration opposed the move, saying it would burden healthcare providers and patients while driving up costs.

Response: You are not allowed to bill CPT 11719 and CPT 11721 on the same day on the same patient.
When billing CPT 11721 and CPT 11056, assuming that all of the requirements for routine foot care have been met, the "-59" modifier would be appended to the CPT 11721.

As the executive director of the Ohio Foot and Ankle Medical Association, I respond to the recent Dispatch editorial “Expansion is healthy,” which praised Ohio for expanding its Medicaid eligibility.
Gov. John Kasich does indeed deserve credit for this effort, but so do many Republican and Democratic members of the Ohio House and Senate who long have supported Medicaid expansion. OHFAMA’s podiatric physicians met with many of these members throughout the debate on Medicaid expansion and...
