WesternU graduated nearly 1,000 new healthcare professionals during five Commencement ceremonies May 23-25, 2018 in Pasadena, California. Richard Pitts, DO, PhD, gave the keynote address at the College of Allied Health Professions and College of Podiatric Medicine ceremony. Thirty-four Doctor of Podiatric Medicine diplomas were awarded.

College of Podiatric Medicine graduate Parth Dixit, DPM '18 said no one knew how hard the program would be, but his classmates made it through together. "These are some of the best friends you're going to have. These are friends for life. It's going to be sad not to see them every day," he said. "These people are in the trenches with you, studying with you 14 hours a day. They become your family."

INTERNATIONAL PODIATRISTS IN THE NEWS
UK Lower Limb Preservation Team Lowers Amputation by 23%
 
Podiatric surgeons and vascular surgeons from the Manchester Royal Infirmary have formed the Lower Limb Preservation Team, which has reduced major amputation rates by about 23 percent in the city over three years. They now work together in the operating theaters bringing their specialist knowledge together, significantly altering the health outcomes for hundreds of people with peripheral artery disease, diabetes, or both.

The specialist expertise they bring to the operating table includes the technical ability to carry out rare foot surgeries, and their inclusion in Manchester’s Lower Limb Preservation team has revolutionized the service it offers, according to a paper published in Podiatry Now and the Diabetic Foot Journal. Professor Paul Chadwick, clinical director at the College of Podiatry and co-author of the paper said, "We are now seeing a situation where the number  of amputations resulting from diabetic and non-diabetic foot ulcers is about the same."

Questionable Record-Keeping Not Grounds for Malpractice: IN Appeals Court 
 
An Indiana appeals court on Wednesday tossed an “extremely unusual” suit accusing a podiatrist of botching a woman’s foot surgery and keeping poor medical records, saying the doctor’s medical experts testified that he adhered to the applicable standards of care. While state law requires doctors to keep patient records, there is no statute or legal guidance regarding the sufficiency of those records, according to the opinion.
 
“This is an extremely unusual case,” the panel said. “There is no statutory authority or reported case law establishing a duty to maintain ‘adequate’ records. … At a minimum, a doctor’s records should include sufficient information so that the medical review panel can make a determination whether the doctor met the applicable standard of care.”

RE: The Passing of Marvin J Rubin, DPM
 
It is with sadness that I report the passing of Dr. Marvin J Rubin on May 29th at the age of 89. He was a past resident of New Jersey, prior to retiring to Toledo, Ohio. A zealous advocate in the world of public health, he also served in the U.S. Army as a doctor during the Korean War.  He was a past president of the N J Public Health Association, a llfe member of APMA, and past president of ACFAOM, many years ago. He was also a past member of the faculty of PCPM, now TUSPM.

RE: The High Cost of ABFAS Certification
 
I passed the ABFAS foot certification 7 years out of residency. How do I feel? Relieved and very bitter! After a repeat failure rate for case submission of 60%, I have finally been granted a PASS my final year of board qualification. The fourth time was a charm. Not calculating my time spent gathering the massive amount of documentation required, I have spent over $6,000 for this piece of paper to send to hospitals and surgery centers to keep my staff privileges. I am not calculating the loss of revenue I could have been making as a shareholder in a surgery center during this time that requires ABFAS certification after 5 years. 
 
Annual Board Qualified dues: $205 x 7 years= $1435, Cost to take the Board Qualification (foot and ankle)=$1,500, Cost to take Board certification (foot only)= $225+$425+$475=$1,275, Repeat Foot case submission= ($225 + $425) x 3 = $1950, Total= $6,160
 
Where is this money going? Is California really an appropriate headquarters for our boards? How many of the grandfathered-in diplomates could pass the boards today? Does our profession need another class action lawsuit in order to see change? This is a restriction of trade to many of our fellow podiatrists. We are the lowest man on the totem pole of doctors and our boards are keeping the young down even further and holding our bank accounts hostage on top of the student loans and cost to run a practice. Something has to change!

Many years ago, I attended a meeting with Bob Levoy. He asked a show of hands how many of those present kept Saturday office hours. About three-quarters of the crowd's hands went up. He advised them to stop Saturday hours. He said we would not notice a drop in income and that our families were more important than our patients. He was right. I miss Bob Levoy.

Regarding this query, Dr. Borreggine is incorrect. The codes for new inpatient initial consult that are now used are 99221-99223.

Response: The confusion is a result of a CMS decision about 5 years ago not to pay consult codes anymore – CPT 99241-99245 (outpatient) nor CPT 99251-99255 (inpatient). Instead providers were told to utilize CPT 99221-99223 or CPT 99231-99233 for inpatient consults (depending on the level of E&M provided), or CPT 99201-99205 for outpatient.
 
However, most insurers do not follow with the same policy. Thus, many insurers, including Federal BCBS still honor CPT 99251-99255 and CPT 99241-99245. So in your case, you should pick the appropriate level of CPT 99251-99255. Be sure to include the name of the referring Dr. since that is a required field. Logically, consultants cannot be a consultant to themselves.
