AT THE COLLEGES
Scholl College Students Excel at Midwest Student Biomedical Research Forum

Four students from Rosalind Franklin University of Medicine and Science (RFUMS) recently presented their work at the 45th Annual Midwest Student Biomedical Research Forum sponsored by University of Nebraska Medical Center and Creighton University. Craig Wirt and Romesh Dhaduk, second-year students at the Dr. William M. Scholl College of Podiatric Medicine were accompanied by Sarah Samandary and Saman Sizdahkhani, second-year students of the Chicago Medical School.

The four students had all completed eight-week research fellowships last summer, with Wirt and Dhaduk having been part of the NIH-funded Scholl program. Having placed first or second for their respective colleges at a RFUMS fall poster session, the four were provided funding to travel to Omaha, NE and presented their findings alongside biomedical researchers from across the country.

STATE PODIATRY NEWS- PART 2
PA Governor's Plan Would Exclude Podiatry Coverage

Is there a kinder, gentler Tom Corbett governing the state? Last week, his administration announced changes to policies that suggest that he's more concerned about the plight of low-income people than he has previously let on. Either that, or he's more concerned about his low approval ratings as he runs for re-election.

Corbett's Medicaid plan is problematic with the cuts to benefits that come along with it. His plan includes new limits and caps on certain procedures, lab tests and radiology, and eliminates optometry and podiatry coverage. That will have real and negative impact on people's health.

INTERNATIONAL PODIATRY IN THE NEWS
Lack of Needed Podiatrists Noted in Nigeria

The lack of local capacity and training of podiatrists (medical specialists in foot care) for people living with diabetes in Nigeria is currently taking its toll on the management and care of the disorder in the country. Currently, there are no podiatrists in Nigeria; neither are there training facilities or institutions equipped to build capacity for the specialty.

Findings by Good Health Weekly reveal that even if a trained podiatrist comes into Nigeria from abroad, such specialist would find it difficult to integrate or practice. Yet, other specialists such as endocrinologists who are trained to look after diabetics, cannot effectively carry out their role without the support and contribution of podiatrists.

HEALTHCARE NEWS
Justice Department Investigating Doc-owned Distributorship

Federal investigators are pursuing what may be the first enforcement action against a surgeon involved in a controversial type of medical device firm known as a physician-owned distributorship (POD). The probe follows scrutiny by the government into the impact of these PODs on patient care and costs. Last year, HHS' Office of the Inspector General published a national alert warning doctors and hospitals about the patient safety dangers and fraud risks of buying surgical products from PODs, which are medical device companies that generally have surgeons as owners or investors.

In a typical POD arrangement, physicians own or have a financial interest in the POD. The hospital where those doctors have staff privileges buys equipment from the POD and provides it to the doctors to perform procedures. The government's concern is that this creates a financial incentive for physician owners of PODs to perform more procedures. Traditional medical device-makers, whose business has been hurt by PODs, say the physician-owned entities are involved in a clear conflict of interest, because the doctors who implant the devices stand to profit personally when hospitals buy equipment.

QUERIES (MEDICAL/LEGAL)
Query: Laws and Rules CME for Florida License

I have more than 70 hours of CME credits towards this biannual renewal, but I somehow managed to miss the one-hour of Laws and Rules CME required for Florida licensure. I have been searching for online courses to no avail. Does anyone know of a source to obtain this one-hour credit?

QUERIES (NON-CLINICAL)
Query: Koven Smartdop

I have questions for my colleagues who use the Koven Smartdop for arterial exams. Is the unit easy-to-use and time-efficient? Are there issues with reimbursement or Medicare audits? How is the support? For liability purposes, do you interpret the results or do you send the results to a vascular specialist? Any additional information would also be appreciated.

RESPONSES/COMMENTS (CODINGLINE)
From: Bill Greco, DPM

I read the post about the in-appropriateness of post-op global co-pays. I have had the argument about co-pays that are above the payers' approved amount. Colleagues have argued that the co-pay is the patient’s financial obligation by contract regardless of the approved amount, and we the providers are obligated to retain it. My practice has been to refund the difference between the approved amount and the overpayment via co-pay back to the patient. What is the legal obligation in such circumstances? This is an increasing problem as co-pays continue to rise and reimbursements fall.

Bill Greco, DPM, Montvale, NJ, Billfeet@aol.com

Editor's comment: PM News does not provide legal advice. Unfortunately, there is no single answer for every service performed. The answer is often found in the fine print of the contract between the provider and the insurance company. Providers are urged to protect themselves by making a specific inquiry to the insurance company for each type of service or procedure performed during the global period. This can be done via e-mail, fax, or letter. Even if the insurance company does not respond, this step can protect you by establishing that you attempted to bill the patient correctly.
