WesternU Dean's Lecture Focuses on Universal Healthcare
Attaining healthcare coverage for everyone in the U.S. seems an impossible task. But it is a moral issue that needs to be resolved in order for our society to progress, according to Charles R. Drew University of Medicine and Science President and CEO David M. Carlisle, MD, PhD. Carlisle presented “Sisyphus and the Sailboat: The Course Toward Universal Health Insurance in the U.S.” at the College of Podiatric Medicine, Lester J. Jones Dean’s Distinguished Lecture March 1, 2018 at Western University of Health Sciences in Pomona, CA.

Carlisle told students, “When you’re seeing those patients that you see in your clinics, think about those patients that can’t come in to see you because they don’t have health insurance. Because they’re out there,” he said. “I encourage you to be advocates to make sure that everybody can get health insurance so anybody, regardless of their station in life, can come and see you as a healthcare professional.”

The American Podiatric Medical Writers Association has announced its 32nd Annual Student Writing Competition.

All papers MUST be non-technical in nature. Appropriate subjects include practice management, ethics, law, education, or any topic that would be suitable for a lay publication.

There is no word limitation. Papers will be graded for content, style, grammar, neatness, and overall impact.

First prize one thousand dollars ($1,000), Second prize seven hundred and fifty dollars ($750) Third prize five hundred dollars ($500) sponsored by an APMA Educational Foundation endowment from Dr. and Mrs. Steven Berlin, and recognition in the APMA NEWS and the APMWA Newsletter. Honorable Mention Certificates may also be awarded.

| PODIATRISTS IN THE MILITARY | |
NC Podiatrist Promoted to Lieutenant Colonel
Maj. Deanna Estelle Duran was promoted Feb. 9 to lieutenant colonel in a ceremony at the Womack Medical Center in Fort Bragg, NC, where Dr. Duran is chief of podiatry. Duran entered the Army as an officer in 2008 after having previously served as an enlisted combat medic assigned to a combat aviation unit in Hanau, Germany. Her duty assignments as an active duty officer include chief of podiatry at Fort Sill, OK (2008-12), chief of podiatry at Fort Bliss, TX (2012-14), and chief of podiatry and residency director at Joint Base Lewis McCord, WA (2014-17).

She graduated from the California College of Podiatric Medicine in San Francisco and completed her civilian residency programs at Brooklyn Hospital, New York Community Hospital, Brooklyn, and Mercy Hospital in Baltimore, MD. Duran is a fellow of the American College of Foot and Ankle Surgeons and is board certified in foot and reconstructive rear foot and ankle surgery.

One-third of Physicians at Major U.S. Hospital are 'Burned Out'
At a large U.S. non-profit academic medical center, one-third of physicians met criteria for burnout, a cross-sectional study found. In all, 1,528 physicians at the Cleveland Clinic Health System were surveyed with the medical personnel version of the Maslach Burnout Inventory. Of the 1,145 respondents (mean age, 50), 399 (35%) had scores indicating overall burnout. About 38% of the respondents were in internal or family medicine, with the rest spread among 11 specialties, according to the February 19 online report in JAMA Internal Medicine.
“Physicians who give more to patients during clinical encounters may find themselves emotionally depleted,” the authors write. “(R)outine assessment of burnout by healthcare organizations is warranted to identify the need for additional individual and organizational support.” The 35% burnout rate among respondents was “pretty similar to other institutions measured at or around the same time frame, if not a bit lower,” first author Dr. Amy K. Windover of the Cleveland Clinic told Reuters Health by email. “While the prevalence was equivalent to or even lower than other institutions, it signals the need for systemic change in the healthcare industry.”

Query: Billing for injection of Non-Covered Drug
Can I bill for an injection if the drug we are injecting is not covered by the insurance?

Response: Yes, you can. I would make it clear to the patient why you are using it, that it may be “off label” and why indicated. Make sure to document same as well. Most injections do not describe the product being injected, simply the technique, location, or reason for said injection.
CPT 20550 Injection(s); single tendon sheath, or ligament, aponeurosis (e.g., plantar “fascia”)
CPT 20600 Arthrocentesis, aspiration and/or injection; small joint or bursa (e.g., fingers, toes); without ultrasound guidance

RE: Inability to Verify Satisfaction of Deductibles

For years, we have been able to verify benefits and deductible satisfied on all of our Medicare patients via NaviNet, Office Ally, or directly through Medicare Portal (in our case Noridan Southern California). We would hold claims until their Medicare deductible was satisfied on the Medicare-Medical portal to avoid lower reimbursement from Medi-Cal.
Recently ,we discovered that on the Medicare-Medi-Cal portal only, we can no longer see if their deductible is satisfied. We called Noridian and they told us, "You don't need to know that information because the patient is not responsible for deductibles anyway - Medi-Cal is. This is outrageous and unfair. My guess is that they have worked out a deal with the state(s) to reimburse us less. Is anyone else experiencing this? If this is a national issue?

I agree with Dr. Carpenter and all the other posters on this topic. As a profession, we need to support research and especially teach the process to our students. A class on "How to Write a Research Paper" at the colleges would be a good start. I myself am guilty of not publishing results including data I have sitting around. For a private practice podiatrist like myself, we are so busy with the details of running our practices that research is placed on the back of the list.
For those in our field in the academic arena, they are publishing as expected. Most podiatrists I know do not even know how to write a research paper or even a level 4 case study series. I learned the process in graduate school, not in podiatry school. To get research done, we must first teach the process to our students and figure out how to support podiatrists in academic as well as private practices in their endeavors.
