APMWA Announces 30th Annual Student Writing Competition

The American Podiatric Medical Writers Association has announced its 30th Annual Student Writing Competition.

  • All papers MUST be non-technical in nature. Appropriate subjects include practice management, ethics, law, education, or any topic that would be suitable for a lay publication.
  • There is no word limitation. Papers will be graded for content, style, grammar, neatness, and overall impact.
  • First prize will be one thousand dollars ($1,000), sponsored by an APMA Educational Foundation endowment from Dr. and Mrs. Steven Berlin, and recognition in the APMA NEWS and the APMWA Newsletter. Honorable Mention Certificates may also be awarded.
  • This competition is open to ANY enrolled podiatric student.

MI Podiatrist Spends 3 Weeks in Taiwan for Microsurgery Experience
 
Tea Nguyen, DPM of Novi, MI recently spent 3 weeks observing microsurgical cases including soft tissue flaps for wound coverage in the lower extremity. Chang Gung Memorial Hospital in Taiwan is known internationally as the center for innovation in microsurgery. The hospital is a high volume surgical center with reconstructive and trauma plastic surgery teams performing two to four free flaps daily and over 1,000 per year.

Dr. Nguyen has also collaborated with Edgardo Rodriguez, DPM  Director of the Chicago Foot & Ankle Deformity Correction Center in Illinois, in holding hands-on cadaveric labs to practice performing muscle flap procedures.

Aussie Podiatrist Provides Pedicure Prevention Advice
 
Tom Do Canto, podiatrist at Walker Street Sports Podiatry in North Sydney told The Huffington Post Australia we should be wary of getting pedicures at nail salons due to the risk of cross-contamination. “Many patients often develop fungal infections -- where there is discoloration and thickening of the nail as a result of going to some salons where unfortunately the hygiene is not up to scratch,” Do Canto said.

OBITUARIES
MO Podiatrist Turned Actor Dies at Age 95
 
From a fireman who busted into Archie Bunker’s window in the All in the Family TV series, to appearing with Lucille Ball, Steve Martin, and Bob Hope, Dr. Joe Friedman wore many hats in his life. Those included a helmet in Gen. Patton’s Army during World War II and a peasant farmer’s cap in the touring company of Fiddler on the Roof. Friedman passed away this weekend in St. Joseph after many years of acting in Hollywood, New York, and on stages around the world.

Friedman became involved in community theater in the 1960s, while he was a noted podiatrist. In 1964, Friedman gave up his local practice and decided to take to the road and join theater summer stock in Colorado. He progressed through auditions and bit parts until he got his TV break in New York City.

CMS and Health Insurers Unveil First Set of Standardized Quality Measures
 
The Obama administration and health insurers on Tuesday took a step toward standardizing and improving the measures that are intended to gauge the quality of healthcare but are widely criticized as too burdensome for providers and too numerous or irrelevant to be much help to consumers. The CMS and the trade group America's Health Insurance Plans announced an agreement to adopt a core set of quality measures for the nation's doctors. Officials say the measures are necessary as payers and consumers bear more responsibility for finding and purchasing high-quality care, and providers are increasingly paid under contracts tied to their quality performance.
 
The agreement—which outlines seven sets of quality measures to be used across public and private payers—is the first to be announced by the Core Quality Measures Collaborative, which includes the CMS, AHIP, the American Academy of Family Physicians, and the National Partnership for Women and Families. The measures outlined Tuesday pertain to performance reporting from accountable care organizations, patient-centered medical homes, primary care, cardiology, gastroenterology, providers of HIV and hepatitis C care, medical oncology, orthopedics, obstetrics and gynecology.

COMPLIANCE ISSUES
With Stark Changes in Effect, Compliance, Self-Disclosure Are Whole New Ballgame
 
You wouldn’t think the word “arrangement” could lord it over the word “agreement,” but apparently that’s the case when it comes to Stark compliance, according to changes implemented in the 2016 Medicare physician fee schedule regulation, which took effect Jan. 1. If hospitals reconsider the way they approach arrangements with referring physicians and act accordingly, they may be able to sidestep some of the Stark minefields that were so easy to explode before the clarifications, modifications, and new exceptions came to life in the new regulation (RMC 11/9/15, p. 1; 7/20/15, p. 1).
 
The change in terminology represents something deeper than semantics. Apparently, CMS wants entities that provide designated health services (DHS) to have more flexibility in the way they establish and document deals with their referring physicians, and vice versa, without losing the spirit of the Stark self-referral law. “Shift from thinking about agreements to thinking about arrangements,” said Matthew Edgar, a health insurance specialist in the CMS Division of Technical Payment Policy.

If I hire a new employee who is both a DPM and an MD, what can I (we) now do that I had not been able to do in the past? If insurance panels are closed to additional DPMs in a geographic area, does that also apply to a DPM/MD? If an MD is on an insurance panel, can s/he also bill that same provider for podiatric procedures and services?

It is important to note that obtaining the MD or DO degree does not mean anything in terms of insurance parity unless and until the practitioner holding the degree becomes licensed as an MD or DO. Once that license is granted, the practitioner gains all the rights and privileges of any other MD or DO with the caveat that the treatments provided will, like all specialists, be limited to the education, training, and experience of the podiatrist.  
 
The term "podiatric services" is problematic at best. That may have been a relevant term decades ago when podiatry considered itself  a separate and autonomous profession. Today, we are recognized as the medical and surgical specialty that provides comprehensive care of the foot and ankle, and related structures of the leg.
