TX Podiatrist Mounts Primary Challenge for Congressional Seat
 
Former U.S. Rep. Pete Gallego is vying to win his old seat in November. But before he can do that, he must beat Democratic Primary challenger Dr. Lee Keenen. The two are running to represent the vast Congressional District 23, which includes part of El Paso’s Lower Valley, runs east to San Antonio, and sweeps along much of the Texas-Mexico border.

Keenen, 37, says he’s a new kind of politician. It’s a description that seems accurate. The Maryland-born podiatrist only became a Democrat when he moved to Del Rio six years ago. Unlike most Democrats, Keenen said he’s “completely against” the Affordable Care Act, President Barack Obama’s signature healthcare law. And unlike all but a vanishingly small minority of Democrats, Keenen said that in the presidential primaries, he’s not supporting the Democratic candidates. Keenen said Texas U.S. Sen. Ted Cruz who is seeking the Republican nomination is getting his support.

MEDICARE NEWS - PART 1
CMS: Physicians Obliged to Look for Medicare Overpayments
 
Physicians must not only return Medicare overpayments within 60 days of identifying them but also actively look for overpayment through self-audits and other forms of research, according to final regulations recently released by the Centers for Medicare & Medicaid Services (CMS). If a physician fails to hand back overpayments within 60 days, he or she risks getting sued by the government under the False Claims Act (FCA).
 
The new regulations implement a provision of the Affordable Care Act that requires physicians, hospitals, and other healthcare providers to return overpayments they identify on their own. When CMS issued a draft of the regulations in February 2012, medical societies objected to language that suggested to them that physicians had a "perpetual duty" to research whether Medicare overpaid them.

MEDICARE NEWS - PART 2
Palmetto Medicare Review of Nail Debridements Shows 49% Denial Rate  
 
Palmetto GBA (Railroad Medicare) has completed a widespread review of claims submitted between October and December 2015 for the following nail debridement CPT codes: CPT code 11720 (debridement of nail by any method; one to five nails) and CPT code 11721(debridement of nails by any method; six or more nails). A total of 78 services were included in the sampling. Of the claims reviewed, 39 services were denied, and 39 services were allowed. The overall charge denial rate was 49.7 percent based on the dollar amount billed.

In response to Dr. Baum’s questions regarding why a podiatrist would join an orthopedic group, I would like to provide my experiences of being in a group practice with three orthopedic surgeons for over 17 years and having an orthopedic surgeon work in my own practice for the last 14 years. 
 
First of all, I believe my decision to work in an orthopedic group was probably one of the best decisions that I ever made in my practice career. Not only have I learned a great deal from my orthopedic colleagues in how they treat a wide variety of foot and lower extremity pathologies, but, probably more importantly, the orthopedic surgeons who have personally witnessed both my conservative and surgical treatment results have literally had to positively change...

In response to Joseph Borreggine’s thoughts: To give a voice for current students in podiatry school, the long debate of parity has been brought up to students by the APMA, APMSA, podiatric state representatives, and current practicing DPMs. The current problem I believe is that students who are concerned about this issue are compelled to help but are not given the tools or platforms to contribute effectively at this point in time. I agree with Dr. Borreggine that some podiatrists who have responded to this thread regarding parity have been in the profession for years, and at this point in their career may not see the urgency to change or push for laws that may not necessarily affect them. 
 
I agree that for the advancement of the podiatric profession, we must strive to obtain an unrestricted plenary license that current MDs and DOs have under the law. An unrestricted plenary license would not only give us...

Simply put, no matter which side of the issue on which you stand, when the allopathic community decides to be integrally involved in training and certifying the education and training of DPMs, then many of our hurdles will be removed. Insurance issues should improve. In my experience, MDs have been totally impotent as a group to fight Insurance companies. 

My experiences are when an MD accepts you, oftentimes it's unconditional unless proven different. I am sure there are pockets of areas and situations where this exists in this country now, but not the major majority of our profession. We should embrace this opportunity since, to date, I see no collateral damage.

All aspects of our profession are critical to the health of the foot and ankle, vascular, trauma, surgical, dermatological and biomechanics, but how do you maintain all these specialties under one umbrella called podiatry?
