NY Podiatrist Receives APMA Meritorious Service Award
NYSPMA Vice President Paul J. Liswood, DPM has been honored as a recipient of the 2016 APMA Meritorious Service Award. Laura Pickard, APMA Board of Trustees, presented the award to Dr. Liswood during the NYSPMA Clinical Conference and Exhibition in New York last month. The APMA Meritorious Service Award is given in recognition of outstanding accomplishments on the local, state, or regional level in scientific, professional, or civic endeavors that have had a profound impact on podiatric medicine.

Dr. Liswood was recognized for his role in advocating for the New York podiatric scope of practice, extending the message about podiatry’s critical role in preventative care, and his numerous research-based presentations on the significant healthcare cost reductions by using a foot and ankle specialist. Dr. Liswood is a third-generation podiatrist practicing podiatry in Brooklyn, New York.

Modern Ankle Implants Should Last 10-12 Years: PA Podiatrist
It’s a last resort that can make perfect sense in many cases. Total ankle replacement is recommended when severe ankle pain has not responded to conservative treatment — weight loss, activity modification, physical therapy, anti-inflammatory medication, and cortisone injections.

Predicting the longevity of a total ankle replacement on any individual is impossible. According to Guido LaPorta, DPM, a local podiatrist, ankle implants of the 1970s were not good and resulted in poor outcomes. Those of the 1990s were better but still not great. Today, there is an 82 to 90 percent chance that a total replacement will last 10 to 12 years in appropriate patients.

Text Messages Help to Save UK Man’s Feet
Shane Holdsworth is a regular user of the Oldham Podiatry Service, run by Pennine Care NHS Foundation Trust, because of complications caused by having diabetes. The service recommended using FLO, a text message reminder system, to help Shane to self-manage his condition and learn when to spot a potential issue.

Debra Drury, a Clinical Specialist Podiatrist with Oldham Podiatry Service, said: “FLO is a constant reminder to patients about the education we give them throughout their treatment. “It gives prompts to check their feet regularly and get in touch at the first signs of concern. “We’ve seen an early success of using FLO with Shane, but we now want more of that success so patients can get on with their lives and fulfill their potential.”

ME Podiatrist Meets His Match in "Hanukkah Miracle"
On Christmas Eve, something compelled Dr. Steven Gershman to buy a copy of the Sun Journal for the first time in a long time. Something made him browse through the dozen short stories about people whose lives had been changed by the power of faith. Something made him stop at Sofe Silverman. "It just hit me," Gershman said. "I said, 'I really want to meet her.'"

Within days, he and Silverman met. Fell in love. Got engaged. "We call it our Hanukkah miracle because I met him on the first day of Hanukkah and he proposed on the eighth day," Silverman said, squeezing Gershman's hand as they sat together in his Auburn podiatry office. "The chemistry was there from the first minute," Gershman said. "I just wasn't going to wait. I knew she was right for me and I knew what I wanted. It was an easy choice. And you know what? Every day has been better. I think back — what a miracle."

Senate Replacement Proposal Would Let States Keep Obamacare
In an effort to appease their Democratic counterparts — and woo at least eight of them across the aisle — a pair of Senate Republicans have proposed an Affordable Care Act replacement that would give states the option of keeping the ACA intact. States also could opt to cover their uninsured population with a federally funded health savings account (HSA) combined with a high-deductible health plan (HDHP). But industry observers say there are flaws within the proposal. Moreover, some key elements already are allowed under the ACA through 1332 waivers or 1115 Medicaid waivers.
Unlike other replacement bills that have been floating around Congress for years, this proposal would let states continue with Obamacare if they choose. A state such as California could continue to operate an exchange to distribute subsidies, and maintain an individual mandate and expanded Medicaid program.

Healthcare Fraud 101: An Overview of the Key Statutes - Part 2
Civil Laws - The U.S. Department of Justice DOJ uses two primary statutes to obtain civil penalties from defendants. This means that if you are found liable under these statutes, you are not facing criminal penalties or prison time. However, the financial penalties can be severe.
2. Stark Law. The Stark Law prohibits a physician from referring a Medicare patient for certain designated health services to any entity in which the referring physician has a financial relationship. It sounds simple, but the meanings of "referral" and "financial relationship" are not entirely clear, making compliance with the statute a challenge. If you violate the Stark Law, then you must refund any payments received as a result of the referral. Plus, the statute provides remedies of up to $15,000 per service and possible exclusion from the Medicare program entirely. There are certain exceptions to the Stark Law, however, so you can avoid liability by following one of the exceptions.

RE: Orthotic Coverage and Payment

Here's a strategy employed in my office regarding coverage for orthotics.
1. First, employ a real-time, online, integrated insurance eligibility checker to see if the patient has DME coverage. Also see if the patient has a deductible for DME. While this does not provide information about specific codes, it tells you immediately if the patient even has coverage to submit the claim.
2. Next, create a form to give to the patient that has the ICD-10 and CPT codes that are used for the casting and billing of the orthotics, in addition to other questions such as the deductible. Tell the patient to call the insurance company using the number on the back of their card. Do not have your staff contact the insurance carrier.
3. When the patient returns for casting of the orthotics, have them sign the reverse side of the form that contains a financial responsibility for this service (in addition to the financial responsibility policy you have for your office).
