APMWA Announces 30th Annual Student Writing Competition
The American Podiatric Medical Writers Association has announced its 30th Annual Student Writing Competition.
-
All papers MUST be non-technical in nature. Appropriate subjects include practice management, ethics, law, education, or any topic that would be suitable for a lay publication.

There is no word limitation. Papers will be graded for content, style, grammar, neatness, and overall impact.

First prize will be one thousand dollars ($1,000), sponsored by an APMA Educational Foundation endowment from Dr. and Mrs. Steven Berlin, and recognition in the APMA NEWS and the APMWA Newsletter. Honorable Mention Certificates may also be awarded.

This competition is open to ANY enrolled podiatric student.

NM Podiatrist Receives Lifetime Achievement Award
One of the highlights of the recent Winter Meeting of the New Mexico Podiatric Medical Association (NMPMA) was the awarding of the Lifetime Achievement Award. William Fitzpatrick, DPM is NMPMA's third Lifetime Achievement Award recipient following Fritz Moeller, DPM and Leon Cohen, DPM.

IN Podiatrist Appointed to State Board of Podiatry
Governor Mike Pence has announced that Dr. Lisa R. Lanham [Bartholomew County], has been appointed to serve a three-year term on the Indiana Board of Podiatry Examiners through January 15, 2019. Dr. Lanham graduated from Indiana University in 1986 and relocated to California where she received her doctorate from the California School of Podiatric Medicine in San Francisco in 1990.

Dr. Lanham's post-graduate training included a surgical residency at Pacific Hospital of Long Beach, clinical rotations with an osteopathic teaching institution, pediatric experience, and a surgical fellowship in forefoot and rearfoot procedures at Tustin Hospital in Tustin, CA.

New Foundation Fund Assists Under-Insured Patients Suffering from DFUs
The HealthWell Foundation®, an independent non-profit that provides a financial lifeline for inadequately insured Americans, launched a new fund to assist patients with diabetic foot ulcers. Through the fund, HealthWell will provide up to $1,500 in co-payment assistance for diabetic foot ulcer treatments to eligible patients who are insured and have annual household incomes up to 400% of the Federal Poverty Level.

"If an ulcer is noticed, patients should seek care from a podiatrist immediately," says James Christina, DPM, APMA Executive Director and CEO. "Prompt treatment will help reduce the risk of infection and amputation, and improve function and quality of life. More importantly, people with diabetes should see a podiatrist for regular preventive care to help prevent development of ulcerations."

Small Number of Physicians Linked to Many Malpractice Claims
A small group of physicians accounts for a substantial share of all claims, and an ability to reliably identify those physicians at an early stage could guide efforts to improve heathcare, according to a new study. A substantial share of all malpractice claims in the United States is attributable to a small number of physicians, according to a study led by researchers at Stanford University and the University of Melbourne. The team found that just 1 percent of practicing physicians accounted for 32 percent of paid malpractice claims over a decade. The study also found that claim–prone physicians had a number of distinctive characteristics.
“The fact that these frequent flyers looked quite different from their colleagues — in terms of specialty, gender, age, and several other characteristics — was the most exciting finding,” said David Studdert, LLB, ScD, MPH, professor of medicine and of law at Stanford. “It suggests that it may be possible to identify high–risk physicians before they accumulate troubling track records, and then do something to stop that happening.” Studdert, who is also a core faculty member at Stanford Health Policy, is the lead author of the study, published Jan. 28 in The New England Journal of Medicine.

Query: Periodic Erythema 5th Metatarsal
A 49 year old healthy female presented in Sept. 2013 concerned about a cyst on her foot, but went on to describe intermittent acute onset of pain and bright redness in the area of the 5th MTPJ, and sometimes occurring in various joints of the fingers. Interestingly, it occurred in various IPJs of her fingers, but only the 5th MTPJ of her foot. She related that it only occurred about two times per year with no obvious cause or trigger. She then showed me a picture and the erythema around the 5th MTPJ was extremely bright with no edema.

I ordered ANA, C-reactive protein, and rheumatoid factor, and all were negative. I discussed my concern about an autoimmune disorder and recommended a rheumatology consult. The patient states she had complete work-up and blood work at her rheumatologist and everything was negative. She denies any family history of similar symptoms. These symptoms continue to occur 1-2 times annually. She presented last week due to pain in the 5th MTPJ, present for 3 months which started with similar erythema. No edema or erythema were noted at the time of examination. No palpable masses were noted. Her neurovascular status was normal. She is taking no meds now, but previously was on BCPs. X-rays were negative, but a photo brought by the patient from October 2015 reveals severe, bright, irregularly shaped erythema around the 5th MTPJ, extending proximally for 2-3 cm mainly along the extensor digitorum longus. Any ideas?

I am looking into applying for exemption from the 2017 Medicare EHR penalty. Can someone tell me which box to check in the form of "Provider application for hardship exception 2017 Medicare EHR Incentive Program Payment Adjustment"? CMS supposedly allows EP to apply under the "Extreme and uncontrollable Circumstances."
There are four choices in the category:
2.2.a Diasater (nature disaster in which the EHR system was damaged/destroyed).
2.2.b Practice or hospital closure
2.2.c Bankruptcy or debt restructuring
2.2.d EHR certification/Vendor issues

Barry has a lawyer's insight. He is out to help all of us to achieve legal parity. Once legal parity is achieved, one can open up the door to training so as to attain competence at taking histories, exams, making diagnoses, and giving treatments within the increased scope provided by such legal parity.
We should all be grateful to Barry for his insight and realize that attaining a path for every podiatrist to achieve such legal parity is akin to having a uniform federal legal scope regarding the practice of podiatry.
