3-D Printers Will Someday Allow On-the-spot Custom Orthotics: UK Podiatrist
Pioneering medical devices produced with 3-D printers are to be developed using North East expertise. A project involving Newcastle-based Peacocks Medical Group and the University of Newcastle has won 77,000 Pounds funding to design and manufacture foot orthotics using the revolutionary technology.

OH Podiatrists Team Up with Salvation Army for Sock and Shoe Drive
Since the beginning of November, all 19 Ankle & Foot Care Centers have been collecting shoes to donate to the Salvation Army, and on Wednesday, more than 500 pairs were given to the charity. The chain of podiatric office also collected socks to donate. “People don't always have the resources to get decent shoes, so we're trying to not only care for their feet medically, but to give them the necessary shoes and socks,” Ankle & Foot Care operations manager Elizabeth Emch said.

“There is something for everyone, from young people to small children to grown-ups, so [Ankle and Foot Care] is doing an incredible job of getting different types of shoes,” Salvation Army Major Elijah Kahn said. Kahn lauded Ankle & Foot Care's participation over the past 17 years, adding that the partnership has had a large impact on the community, and has made the charity's job a little easier.

AZ Podiatrist Named Fellow of RCPSG and Will Keynote
David G. Armstrong, DPM, MD, PhD, Professor of Surgery and Director of The University of Arizona's Southern Arizona Limb Salvage Alliance (SALSA) became the first U.S. podiatric surgeon both to be appointed as Fellow and serve as keynote speaker to the Royal College of Physicians and Surgeons, Glasgow (RCPSG).

The keynote address is scheduled for June, 2015 and is timed for the Royal College's Admission Ceremony. Since Armstrong's appointment, several other notable non-UK podiatric surgeons have been named to the RCPSG.

NBPME PART III PRACTICE ANALYSIS SURVEY
The National Board of Podiatric Medical Examiners (NBPME) is doing a practice analysis update for the Part III Examination. The purpose is to ensure that the test specifications of the APMLE Part III examination reflect current activities in the field. An online survey is designed to elicit input from licensed professionals about the APMLE Part III Examination. The results of the study will be used to update the current Part III examination blueprint. It is open to all currently licensed podiatrists. You are asked to document the specific tasks performed, their relative importance, and the knowledge or skills necessary to do them safely and successfully. It will take approximately 20 minutes to complete the survey.

Ignoring Exercise May Be Twice as Lethal as Obesity
Lack of exercise may be responsible for twice as many deaths as obesity, according to a study showing the benefits of as little as 20 minutes of brisk walking a day. Using the most recent available data on deaths in Europe, 337,000 of 9.2 million fatalities over a 12-year period were attributable to obesity, scientists led by epidemiologist Ulf Ekelund at the University of Cambridge said in a study published in the American Journal of Clinical Nutrition. About double that number could be explained by physical inactivity, they said.
The researchers analyzed data from 334,000 men and women across Europe participating in the European Prospective Investigation into Cancer and Nutrition Study. They estimate that exercise equivalent to a 20-minute brisk walk each day, burning 90 to 110 calories, reduces the risk of premature death by as much as 30 percent when compared with no exercise. The impact was greatest among normal weight individuals, but those with higher body mass index also saw a benefit.

HIPAA UPDATE |
More Delays for HIPAA Security Audits
The HHS Office for Civil Rights continues to develop its random HIPAA security audit program, and anticipates implementing it “expeditiously,” OCR Director Jocelyn Samuels said during a recent discussion with reporters. But she won’t say if the long-delayed program will start this year.
The audit program, which will affect HIPAA-covered entities and business associates, will be another enforcement tool for OCR, with results informing the agency of systemic industry security deficiencies to hone in on. During 2015, OCR expects to issue security guidance on cloud computing and other emerging technologies. However, the long-awaited HIPAA rule governing the accounting of disclosures of protected health information may be further delayed.

RE: Tips for DME Site Inspections

We received notification from Palmetto/NSC requesting revalidation of my Medicare supplier number; which by definition requires an unannounced site visit. My practice follows all documentation guidelines. My questions to those familiar with the process: 1. Can the unannounced on-site visit occur BEFORE the fee/revalidation application is submitted to NSC? 2. Is a SEPARATE file of all packing slips for DME shoes, CAM walkers, gauntlets, etc. needed? We have a packing slip copy of any DME items kept in individual patient paper charts. 3. Any pearls concerning the on-site visit?

Response: The DME inspection is usually a formality to ensure that you are a real site. But it is a mandated inspection as per the current copy of the Medicare Supplier Standards. Your revalidation and/or new application won't be processed until the fee is paid. An inspection usually occurs for new suppliers or those undergoing revalidation, but of course it can occur at any time.

Query: Coding Lesser MPJ Joint Replacement
What code is used for a total joint replacement of a lesser metatarsal-phalangeal joint? I believe CPT 28293 is only for the 1st metatarsal-phalangeal joint.

Response: There are no codes for joint replacements of the lesser metatarsal joints. You would need to use CPT 28899 (unlisted, foot/toe) and provide documentation with an operative report. Request a peer review.

The main point that I gleaned from Dr. Smith’s post was that the responding podiatrists generally are not experienced or well trained in surgery. I was not quite clear on the paradigm change he was suggesting (fewer people doing more surgeries?) The problem that I had with his post was that this Quick Survey is just that. It doesn't break things down into procedure types or difficulty. If a podiatrist did 5 hammertoe surgeries per month for 20 years, he would have done 1,200 hammertoe surgeries. That is a lot of experience, board certified, or not.

Editor's note: By "fewer people doing more surgery," we believe Dr. Smith is advocating two types of podiatrists - surgical and non-surgical, and suggesting that each type essentially adhere to this division. Podiatric surgeons would only perform foot and ankle sugery, and non-surgical podiatrists would only provide all other foot and ankle related services.
