CA Podiatrists Provides Athletic Shoe Buying Tips

If you resolved to get more exercise, foot guru, Dr. Tim Dutra, can help. Scholl College and CLEAR Announce First Podcast in New Series

Scholl’s Center for Lower Extremity Ambulatory Research (CLEAR) at Rosalind Franklin University of Medicine and Science has announced the publication of the first Podcast in its new CLEARcast series. The CLEARcast will be released bi-weekly with a mission to review current important literature in the field of lower extremity complications of diabetes. The CLEARcast will interview authors of pivotal papers, as well as other individuals in the profession who are making important contributions to foot-related research, clinical care and education.

The first CLEARcast summarizes a study by Dr. Peter Sheehan and colleagues, whereby they demonstrated that the four-week reduction in wound area of diabetic foot ulcers receiving standard of care can predict healing at 12 weeks. Sen. Kennedy Wants to Extend Medicare to All

The federal government should join Massachusetts, the first state to require everyone to have health insurance, in enacting universal health coverage, said Sen. Edward Kennedy (D-MA), the new chairman of Senate Health, Education, Labor and Pensions Committee. Kennedy has his own version of what universal health coverage would look like -- extending Medicare to all.

RE: Medicare COP for H&Ps (Edwin Oghoorian, DPM)

It is my understanding that if a hospital accepts Medicare dollars, they must follow the Medicare COPs. The Editor is correct, however, a hospital can credential whomever they chose provided it is not done in a discriminatory fashion but rather is based on some sort of legitimate consistent review process for all providers. This certainly will vary from state to state based on state laws and hospital bylaws.

Perhaps someone can confirm my memory on the COP issue we fought so hard for so many years.

APMA is working on additional information that may be used by APMA members when dealing with their local hospitals. This information should be available for APMA members in the near future. However, we expect the kinds of problems encountered by Dr. Oghoorian to occur because each hospital has its own bylaws that govern the practice of medicine at each individual hospital. Therefore, members will need to take the information provided by APMA and tailor it for use in dealing with the specific issues of your hospital. This is a perfect example demonstrating why you should be a member of your local, state and national associations. The APMA worked hard to get the CMS to include DPM's in the COP's to be included a class of “physicians” (as defined in section 1861(r) of the Act), who are now allowed to perform H&Ps in Medicare-certified facilities. Each hospital had its own bylaws where they must consider state Law and the Practice act in that state, as well as the Accreditations from JACHO or whoever accreditates their particular hospital as well as the Medicare requirements for participation (if they intend to get paid by Medicare). Your state Association has worked very hard in your behalf to ensure these privileges would be available to each practitioner who is qualified to perform them.

As a CPMA member you can contact your association to help you get the privileges you deserve, as your dues helped to get the California state law passed to enable you to get this privilege. They can do this by helping you to get the materials you need to present to that facility to help persuade them that this is a privilege you deserve. You must show education and training for any privilege you request, as well as show it is consistent with state law.

If you are not a CPMA member it may be very difficult to get these privileges on your own, as it is very expensive to litigate to stop an entity from discrimination by degree for privileges or payment. Without strong state and National Associations they may not be there when you realize you need them to fight a hospital or an insurance company that may discriminate due to lack of information or an inherent dislike of who you are or what you stand for.

This is another form of discrimination against podiatrists organized by the medical profession i.e. DO's and MD's. I wonder if the same hospital denies oral surgeons from performing H&P's? The COP bill passed by Medicare is only rhetoric without teeth to ensure against discrimination. The bill should have stated that podiatrist would be held to the same hospital bylaws allowing DO's and MD's to perform H&P's. I'm afraid podiatrists have along way to go before changing the mindset of many hospitals credentialing boards! I remember the struggles that DO's had when initially applying for privileges in the 1950's. They too were denied recognition by the MD's.
