APMWA Announces 29th Annual Student Writing Competition
The American Podiatric Medical Writers Association has announced its 29th Annual Student Writing Competition.
-
All papers MUST be non-technical in nature. Appropriate subjects include practice management, ethics, law, education, or any topic that would be suitable for a lay publication.

There is no word limitation. Papers will be graded for content, style, grammar, neatness, and overall impact.

First prize will be one thousand dollars ($1,000), sponsored by an APMA Educational Foundation endowment from Dr. and Mrs. Steven Berlin, and recognition in the APMA NEWS and the APMWA Newsletter. Honorable Mention Certificates may also be awarded.

This competition is open to ANY enrolled podiatric student.

FL Podiatrist Discusses Challenge of Non-Weight-Bearing Post-op
Podiatrist Dr. Jared Moyles often has to explain to his patients the challenging news about how long they will have to stay off their feet following surgery or treatment, knowing that those orders will be difficult to follow. "It's tough. Even non-surgical patients don't understand that they can't walk on their foot fracture," he said.

"If it's not getting better after a week, it can be tough. Any single person who has ever told someone to not walk on their foot for six weeks knows that that patient will not be following that order." With compliance, however, comes relief from foot pain, even for those who have serious conditions requiring reconstructive surgery, he said.

NY Podiatrist Participates in Cycle for Survival Fundraiser
On February 8th, Dr. Alec Hochstein along with 900 other participants at the EQUINOX in Roslyn, NY participated in the National Cycle For Survival movement. Cycle for Survival is the national movement to beat rare cancers. 100% of all money raised funds lifesaving research. In just eight years, Cycle for Survival has raised $63 million for rare cancer research, and funded more than 100 clinical trials, studies, and transformational research initiatives for Memorial Sloan Kettering Hospital.

Mother, Son Admit to Distributing Drugs Using VA Podiatrist's DEA Number
A former employee of a Roanoke podiatrist and her son admitted to illegally distributing prescription drugs Wednesday. Vicki Mullen, 63, of Roanoke, and Gregory Mullen, 39, of Vinton, pled guilty in federal court Wednesday. They admitted to distributing hydrocodone (Lortab) and Ambien, conspiring to distribute both drugs, using a DEA registration number issued to another person, and acquiring a controlled substance by misrepresentation or fraud.
According to prosecutors, Vicki Mullen worked in a podiatrist’s office from 2004 to 2012 where she had the ability to call in prescriptions to pharmacies. From around December 2007 to 2012, Mullen used the podiatrist’s DEA registration number to call in prescriptions for Greg Mullen, Chastity Mullen, Gregory Roach, and others. Prosecutors say 127,686 pills of Lortab and 5,370 Ambien pills were dispensed by Vicki Mullen using her employer’s DEA registration card.

Parole Denied for Woman Who Stole $1.2 Million from NH Podiatrist
The state Parole Board has denied parole for a Dartmouth woman who was sentenced to two years in jail for stealing $1.2 million from an elderly New Bedford podiatrist, a spokesman said. The board took the action Jan. 20 in the case of Gloria Balestracci, 69, who is serving her sentence at the Bristol County House of Correction,
She pleaded guilty to stealing from the late Dr. Irving R. Snyder, a New Bedford podiatrist, between 2004 and 2009. Judge D. Lloyd Macdonald ordered Balestracci to pay restitution in the amount of $1,216,292 and serve 10 years of probation upon completion of her sentence.

ICD-10 Will Cost Docs Less Than First Thought, Study Says
For physicians in small practices, the cost of switching to the controversial ICD-10 diagnostic codes on October 1 for clinical documentation and billing purposes is drastically less than previously estimated, according to a new study in the Journal of the American Health Information Management Association (JAHIMA). The conversion cost came to an average $3,430 per physician, taking into account ICD-10 manuals, training, software upgrades and testing, and other related expenses.
This finding comes from a survey of practice administrators who belong to the Professional Association of Health Care Office Management (PAHCOM). The 276 practices they worked in had six or fewer providers, including nurse practitioners and physician assistants in addition to physicians. The survey asked the administrators to add up all the ICD-10 costs that their practices had incurred as well as upcoming expenditures.

Query: CAM Walker and Night Splint Coding
Our DME vendor tells us that the “new” HCPCS code we should use for CAM walking boots is L4361, and L4397 for night splints. These new codes describe pre-fabricated devices with minimal adjustments. The codes we previously used were L4360 for CAM walking boots and L4396 for night splints. These are now described as “pre-fabricated devices that require substantial modification by a certified orthotist or an individual with equivalent expertise.” We are looking for feedback from others as to how they are now billing for these DME products.

Response: In 2014, CMS initiated many HCPCS changes which, as usual, created lots of confusion for orthotics and prosthetic providers. Instead of adding new codes with new definitions, CMS created new HCPCS codes using the existing definitions and also provided new definitions to existing codes. The key to your (and others' queries on this) is to look at the last portion of the definition and decide:
1) What CMS meant by substantial modification and did you do so?
2) Are you an individual with the expertise required to make the substantial modification?
A DPM should be able to meet the qualifications to substantially modify (devices). And one would need to document what was done and why an OTS (off-the-shelf) device was inappropriate. "Substantially modify" is not implied by simply adjusting a strap or adding a Velcro pad from a package to the strap or boot. The new codes are appropriate for most CAM boots and night braces.
